No, only on Normal or Heroic.

You could get the mount from elgalon first week but that was fixed and you have to do it on normal or HC.

Out of those, only Elegon drops a mount, which isn't obtainable on LFR.

Yes, the new goldbags can function like the Misty Satchel of Exotic goods in regards to what you get, along with dropping Primal Eggs and LFR versions of trash raid items (soulbound or tradeable depends on whether the normal version is soulbound/tradeable).

You can not, however , win the Elegon, Horridon or Ji-kun mounts from LFR.
