Because the other stuff weren't actual wearable items. I think Blizzard wants to save the orange for weapons.

At the top of my head, I don't think anything but weapons have been legendary in the past? Out of the wearable items I mean.

I think it`s more of a precursor legendary. Like any of the other legendaries you have the epics then the legendary.
