Need help with gaming rig upgrade

So my gaming is few years old now and i would like to upgrade it so i can run ALL new games in 1920 x 1080 resolution on high graphics at least if not ultra for a few years. Games like Metro Last Light, Skyrim modded to kingdom comes, WoW on ultra and so on.
My budget so far is around 1270$/990 euro, could go up as high as 1450$/ 1130 euros if performance increase is huge. Preferably as cheap as possible not, damaging performance, with that i mean if some video card for example is extremely expensive and only gives few % increase in performance over one that is moderately expensive i would wanna go with moderately expensive one. Also dont think i need new hdds or rams or psu but might be mistaken.

    Current setup:
    Video card - ASUS ENGTX460 1GB DDR5 video memory
    Motherboard - ASUS P6T DELUXE V2, Intel X58 Express Chipset/ ICHIOR
    PSU - CORSAIR TX950W
RAM - ADATA, DDR3 1600G 4x2GB sticks, says gaming series for what its worth...
CPU - Intel Core i7-920, Freq 2.66 GHz, Quad Core, L3 Cache 8MB
    Monitor resolution - 1920 x 1080 HD
    OS - Win7 64bit, can change to 32bit
HDD - Seagate 2TB SATAIII 5900rpm 64MB barracuda LP series and another 2 hdd, one 1tb one 2tb cant really take them out now while typing.

Would like upgrades that does not cause some choke point that decrease overall performance of course.

On little bit off off-topic i have some problems with one of my HDD's system is freezing like once or twice a day sometimes when launching movies/ sometimes when gaming usualy when playing wow, havnt noticed freeze with other games. Freeze happens for a few seconds and i can clearly hear spin up like sound from one of my hdds, what could cause this ?

For upgrading the basic suggestion of:

    - i5-4570k (launches next week) + suitable motherboard + CPU heatsink for overclocking
    - radeon 7970/nvidia gtx670 graphics card
    - 250gb SSD

should be what you're after. Total cost is around 1000€ and can be easily cut down with skimping on graphcis card and motherboard. PSU, Windows and RAM can be reused without problems.

Those lagspikes are probably caused by running games from "green" slowpoke HDDs that turn off to save power. There's nothing really you can do besides not install programs on any kind of green, eco or low power drives. SSD from the upgrade list will fix it.

    Trolling should be.

New processors are getting released in just under a week, you should wait for the 4670k CPU. You can grab a Samsung 840 SSD to make your system feel smooth. Reinstall windows & games on it. Your 5900rpm HDD will feel extremely slow compared to an SSD. You will also need a GTX 780 overclocked to run Metro Last Light at maxed. A 7970 should run the game at 50 fps at very high. Never mind that, as of today a 7970 should run the game maxed with no problems. AMD cards had some frame issues at start, not anymore. http://m.youtube.com/watch?v=vm5X4weg93c
