Someone on Reddit pointed this out. It all depends on what this sentence means...

    Dragon’s Jade Weapon Skins
Show your Dragon Bash spirit with these cool new weapon skins with a distinctly draconic look. You can find weapon tickets inside Rich Dragon Coffers and (rarely) in Dragon Coffers, and exchange them for weapon skins from Black Lion Weapon Specialists in every major city!

People can buy Rich Dragon Coffers from the Gem Store. If that sentence means that you get a ticket guaranteed by getting a Rich Dragon Coffers, then you can buy your tickets from the Gem Store (in a roundabout way). Depending on how the daggers look, I'll buy a couple (though still be a little pissed that I just made a couple of Corrupted Shards that cost about 65g in materials).

Hi, my name is Steve Hwang, and I bash dragons.
The war against the Elder Dragons can take its toll on the even heartiest of heroes. With that in mind, the June Living World team has made it our goal to put some fun back in dragon bashing with the new Dragon Bash festival.
The Captain’s Council of Lion’s Arch has spared no expense in sponsoring this inaugural festival, lining the streets with decorations and filling the port city’s skies with a giant holographic dragon, planning a weekend-long fireworks show, and presenting an effigy lighting ceremony. Even the Black Lion Trading Company is joining in the festivities with a free accessory for all!

    A Brief History of Dragons

The Tyrian opinion of dragons has evolved over the centuries. Those who played the original Guild Wars will recall that Glint, the dragon of the Crystal Desert, was ultimately benevolent. Kuunavang, the Canthan dragon, wasn’t so bad either; once cleansed of her affliction, Kuunavang aided heroes in their fight against Shiro. Canthans actually honored these creatures for centuries with their annual Dragon Festival.
The events of The Eye of the North changed everything by revealing the true nature of dragons. The Great Destroyer, a general of the Elder Dragon Primordus, wreaked terrible havoc in the depths of Tyria. Since then, the Elder Dragons have awakened to threaten all of Tyria. Once revered, dragons are now generally viewed as destruction and death incarnate. The Captain’s Council has realized that the old Dragon Festival is no longer appropriate, so Dragon Bash is about unifying Tyria to destroy the Elder Dragons.

Fireworks, Dragon Helms, Effigies, Oh My!

Our hosts, Captain Magnus the Bloody-Handed and the rest of the Council, will point you to all of the available Dragon Bash activities, from candy filled piñatas and hologram dragon minions to a revamped Dragon Ball arena and Moa Racing. They’ve also arranged two events that are a must-see for any Dragon Basher.
First, the fireworks show that repeats throughout the initial weekend will award a unique dragon helm to all those who witness the finale. Second, in the following week, the city will be hosting the Effigy Lighting. This ceremony brings the races of Tyria together to burn a dragon effigy, cementing Tyria’s solidarity against the Elder Dragons. Much laughter, excitement, and hijinks are sure to follow.
Some familiar faces will be making an appearance at Dragon Bash, including Investigator Kiel and Kasmeer Meade, straight from their recent adventure in Southsun Cove, and Logan Thackeray himself! A new person of interest, the mysterious Marjory Delaqua, will also be showing up for the festival.

    Bash Early, Bash Often

For those who get into the spirit of the festival, there will be new Dragon Bash-themed rewards. One that’s sure to turn heads is the Hologram Shattered Dragon Wings back item skin, which is awarded for completion of the Dragon Bash meta-achievement. I mean, what’s not to like about sporting a pair of holographic dragon wings?

Throughout the world, Dragon Coffers will drop a variety of items including Zhaitaffy candy, fireworks, and a holographic minion minipet. Plus, there’s a chance for Dragon’s Jade weapon skin tickets. These dragon-inspired designs will only be available through Dragon Coffers.
So come join us in the Dragon Bash celebration! And keep your ears open – you might even recognize a familiar theme song.

With the tour coming to an end, Will Fairfield showed off some embargoed content players can come to expect next week. While we're unable to talk about it yet, all I can say is Dragon Bash has yet to truly start, with the biggest and best parts still to come. Catching Will before he left, we asked him our community questions that were still unanswered.

GW2Hub: Is there anything for new Guild Wars 2 players in Dragon Bash?
Will: Something we're doing for the first time is offering a promotional item in our gem store for all new players. Something akin to the founders ring we gave with our collectors edition. This will just be a small stat item that gives experience to new players- to help people new to the game and leveling.

GW2Hub: Will Dragon Ball be available in custom arenas?
Will: Unfortunately not, it's only available from the NPC in Lion's Arch but is available throughout the celebrations.

GW2Hub: Will there be any combat-non-pvp-related content in the dragon bash event? Does this only take place in Lions Arch or can we expect to have a ongoing story somewhere else too? Is there a story-progression or is this paused at the moment?
Will: There are the holograms in the world that players can interact with, much like the doors from Halloween or presents from Wintersday. Those will have open world combat, and during the second week (which we can't talk about yet!) there will be plenty more.

    GW2Hub:
What do you think you've learned from previous events?
Will: With holiday's we've always tried to push and expand our content that we haven't been before. Like for instance with Tokk's laboratory and all of the doors in the world. I feel with Dragon Bash we're going back to a lot of that by adding the open world holograms and other non-combat things to do. We really feel players enjoy seeing the world come to life and that's something we've tried to learn from.

    GW2Hub:
People are keen to avoid the RNG that has plagued some of the previous content, is there going to be a large proportion of randomness to obtaining the best items or can players expect to complete the content and be rewarded?
Will: We feel with this that we have a good mix of both of those. We have one set of holographic wings that come from Dragon Ball (a rare chance of getting it) and also the meta-achievement to get another set of wings. They are the shattered wings while the drop wings are bat-like. Those can also be bought off the Zhaitaffy vendor. As far as weapon drops, we will have a weapon set available and tickets will drop in regular and rich Dragon Coffers which you can get in the gem store. The regular Dragon Coffers, unlike other festival boxes will be tradable. They will drop off everything in the world and are rewarded them for doing almost everything.
We like the RNG style, but we also like to offer players several different ways to get rewards. We've given RNG and a way of working at it as well. The odds are much better than before. We've also modified multiples of rewards so you get them much more (as opposed to once). We feel that'll give players the more ability to get what they want. Lastly, the weapon sets available is also a full set and we're adding a Black Lion Specialist where players can use any previously unused tickets to obtain items from Wintersday or a choice of the molten weapons.

    GW2Hub:
The dragon festival was traditionally a Canthan holiday celebrating the new year. Does this Dragon Bash have any roots in the old Canthan festival and will we see any Cantha/Elona related content in the future?
Will: While there are some references, we've seperated Dragon Bash out from the Dragon Festival of old by turning it into a festival about bashing dragons as opposed to tying it to the new year. At least this way if we choose to do a new year festival we can change it. We wanted something familiar to players, but new enough to provide that new experience.

    GW2Hub:
Will the full version of the song you released be available on iTunes or sound cloud?
    Will: Yes!

    GW2Hub:
Are we going to see any story related cutscenes similarly to those in the personal story?
Will: You might but its a surprise!

    GW2Hub:
Are there any lore related collectables?
Will: Yes, there's going to be a Marriner's Horn available for players from the gem store which plays music similar to the Wintersday bell.

    GW2Hub:
Can we dye back items yet or in the near future?
    Will: Not yet!
    GW2Hub:
We want to thank ArenaNet and Will Fairfield for his fantastic tour of the Dragon Bash content and you can view all our Dragon Bash content by hitting the Waypoint below!

That staff looks fantastic, one of the few looks that I really like.

Looks like I'll be farming a lot. The pvp mini game looks fun, the moa race not so fun.

I think they all look rather cool aside from the 2h sword. Too big/too anime-ish.

Creating armor is likely impossible given their resources. Though I wish Anet had more [nice looking] armor sets rather then keep pumping out weapon skins.

A lot of this cosmetic stuff holds no appeal for me personally. There is literally no reason I have to to work toward anything in the game, frankly. The game is rather empty-ish. I just wander the zones killing stuff with no actual end/point/reason. Would be nice to have nice armor set(s) such as in GW1.

Again, resources. I understand this will never really happen with the same frequency as these throwaway cosmetic weapons. /shrug

Lol, what are you on about Fencers? There are 37 full sets of armor for each armor type (light medium heavy) that you can mix and match plus the 400 something dyes to really customize a look.

    http://argos-soft.net/GW2ArmorGaller...lor=0&weight=1

How many armor sets do you think they need? And what gives you the impression they have no resources?

Those are existing armor sets. Most since launch.

I rather specifically am talking about adding new armor sets with the same frequency of cosmetic weapons.

I've worked in MMO development. For 2 companies.

It's significantly more resource intensive to create armor sets for 5 discrete races & a number of armor types than it is to add a long sword shared across all races/classes.

    Resources, dear.

Yes, I understand that armor is more resource intensive than a weapon. Especially in this game where your armor actually has movement while you run/combat/dance/jump. But you specifically said that given their resources new armors are impossible.

    But, back to the topic.

I'm going to be a kickass dragonballer

    Think it through...

"Creating armor is likely impossible given their resources.
Again, resources. I understand this will never really happen with the same frequency as these throwaway cosmetic weapons."

If Anet truly did have resources to create armor with the same frequency as weapon they would be in the game. Because they could further monetize them.

Such armors on par with the cosmetics weapons in volume are not present.

It is likely, i.e. probable, to never be the case.
