Without any doubt. You'll see a dps increase in most fights, specially in single target fights, although you should probably change to BM on those. BM's aoe is also quite strong since 5.3, so it might be worth giving it a try on different fights

With all 5 RPPM items haste and crit will be about the same as survival. To see how close, use FD to sim your gear reforged one way, then change the reforges and sim it again. Make sure you keep an optimal amount of hit/expertise. You can't trust the given stat valuation for haste because of shot shifting but this method should be fairly accurate. They should be close enough that in practice any difference between the two will be more than overwhelmed by RNG on a given fight.

If you play bm on some fights, then yes, if not then you can do either (most likely).
