So, where ARE these things, anyway? Sure, 1 out of 20 will actually appear on the map. But after having been flying around, I have never once seen one not marked.
Is this a CRZ problem where we get the shout out from another server, but not the actual shipment? Are they not spawning properly?

Its a bug right now. It announces it because northern barrens was inherently a crz natively before the 5.3 patch. So they haven't adapted to it yet. We dont know if they're gonna make the zone for 85+ crz or not but they're working on it. So unless you see an icon on the map for the overturned shipments its not for your server.
