T2 and T6 has the most distinct look of any tier so far. The rest, barring some classes' tier, have a very generic look to them.

There have been some amazing sets in every expansion, but TBC probably had the highest numbers of them.
You still can't walk through shrine or SW/ORG without seeing-
Warriors in t6
Shamans in t6
Hunters in t4
Warlocks in t5/t6
Priests in t5/t6
Cataclysm, hands down. The druid, rogue, paladin, and shaman sets all expansion were amazing. Warlock and Mage also had some really killer sets.
I don't really know alot about other classes tier, but I think that Cata had the best tiers for priest. Why? because Tier 11 and 13 were amazing, they showed two very different sides of a priest, which most tiers don't. And even tier 12 weren't bad, I just don't think it was quite as special as the others.
So: Two amazing tiers and one good one?
Every other expansion have had atleast one ugly priest tier, and so, for me, Cata must win!
Here is where I am going to have to disagree.
HARD.
Tier armor in TBC was the best there ever has been. But QUEST gear looks horrible. By far and wide, the most ridiculous, stupid, and embarrasing weapons and armors ever made in all of warcraft.

TBH, I think a lot of the BC tier sets follow a similar lackluster and random approach.
T4 was basically abysmal with the exception of maybe druid and lock.
T5 was slightly better but some sets look awkward on the shiny new blood elves and Draenei.
T6 was the best for obvious reasons - Pretty sure every class had a killer tier set in tier 6.
Sunwell gear was ugly and repetitive.
Well if they'd only put a bit more work into the gear with spell effects added in MoP, would make alot of people more happy.
I loved BC tier sets the most, especially for Warclocks.
TBC for me hands down, still in love with hunter t4/t6, priest t5, all of the warlocks. WOTLK wasn't bad for tier either, loved the t8 for locks, ICC gear for hunters. Cata felt a bit uninspired to me "hey guize i have a great idea, the new raid is called firelands right? lets make all the tier have fire everywhere". MoP is alright, some alright tier, but mostly meh
BC, easily.
I played a lock or course. Every set was god.
Including Challenge Mode sets & patch 5.4 Season 14 gear + bits of tier 16, I'd give MoP the best score without a doubt.
At close 2nd it would have to be WotLk, with TBC & Cata tied up on 3rd (both have some amazing sets that individually I'd rank at the top, but overall most are average).
Vanilla is just low def shiny stuff that looked good at the time, but now seems childish, too shiny and just not on par.
Cataclysm. Yeah, yeah. Hate on me all ya want.
T11s ranged from meh to bad, but at the very least they were all new and distinct looks and should be celebrated for that alone.
T12s were all fantastic and stuck with the Firelands theme very well. 10 very interesting, elaborate and gorgeous fire themed sets. Great tier.
T13s were... distinct at least. Every class got something new. Some of them were pretty kickass (mage, anyone?). But they were all new and interesting-- Deathwing Warriors, bone-golem-thing Death Knights, justice eagle paladins, etc.
