Should Blizzard Release Multiple Tiers

I'd actually be more impressed if they released a higher up tier before the previous one was actually defeated. We saw this with BT, as no one could even enter it the day it was released due to KaelThas being hard as balls.

Though it doesn't work today, as clearing normal modes takes a week, and heroic modes aren't required to get into the next tier, only normal is.

Wasn't Tier 4 actually a 10man tier combined with some parts from 2 short 25man instances (mag and gruul)??
I mean. It's a 'tier', but nowadays that difficulty could be compared to something like heroics.
I think you can't compare back then with now, because with the raid structure of today people already have a guild ready to raid with and it's either a 10 man or 25 man guild. Back then any serious guild would have to make 2 or 3 10man groups and a 25man group to progress from Karazhan till Vashj.
