Can Blizzard threaten to ban other accounts no associated with a ban?

This is a response I got on an appeal I just put in:

At this point, we have reviewed the situation multiple times, and being fully confident in our prior determinations, will not be providing any additional reviews. We absolutely understand that this news may be disconcerting, but we take violations of our Terms of Use very seriously, and any violation is subject to account penalty, including permanent closure, which is the case here.

Please note that continuing to open tickets regarding this matter, which is considered closed, may result in further penalties to other accounts on this Battlenet.

Obviously they can, because they did, and they state in the ToS they can close any of your accounts any time they wish, for anything they wish

Ofcourse they can, they own everything.
Also, seems like you/someone else is creating multiple tickets about it or tries to make sure you don't.
Understandable, nothings worse then some guy going nuts after a decision.
