What rating is PVP balanced around? High? Low? Medium?

I'm just curious because I hear a lot of Rank 1 players argue that the game should balanced around them, but I can't imagine Blizzard balancing the game around less than 1% of the player-base? Anyone actually know how this works?

    They don't balance around ratings.

Id say they balance around the idea that everyone should be able to do well at any rating - obviously this is not a realistic goal but one can try to get as close to it as possible. Some classes/setups will allways have to try a bit harder then others during times thought.

It's balanced around dps logs on <name of dragon> in <name of raid>, obviously.

Heres a food for thought; Its not balanced and never will!?

If i had to pick one id say mid/high because that is usually their "get out of jail"-card
when someone whines about something being OP at 1500-2000 rating.

They try to balance it around the classes? the only reason lower rated things might seem more unbalanced is because characters dont know how to react to things. If everything was 100% balanced for r1 teams that means anything that seems unbalanced lower isnt, its simply that those players havnt figured out how to beat it or there were things they could have done better.

The short answer would be that all ratings have an influence PvP balance. It's how balance at different rating influences changes that is harder to answer.

Some more then the others. Look at the chaos bolt nerf, totaly unneeded, when it was in the most "op" phase, that is shangai tournament, destro lock failed hard.

They've not claimed to have multi glads balancing or even have a PvP dev team because they don't. It's the same people balancing the game as in TBC - they've got one team on it all as always, however high rated players (blizzcon players) have direct contact with blizzards high end people.

They really can have testers but testers reports can mean nothing to devs.
