Building computer for friend 600-700 USD

    Hi there,

My friend recently reached out to me for help in building a computer. We're looking at getting him going on a very budget build, here's the sticky.

    Budget- 600-700
Resolution- what ever the budget will allow. He'll probably play on a light bright for awhile.
Games / Settings Desired- As far as I know all he plays is older RTS games and some wow Ultra- settings would be nice but not required "good" settings would suffice
Any other intensive software or special things you do (Frequent video encoding, 3D modeling, etc)- none to my knowledge or to his for that matter
    Country- US (tx)
Parts that can be reused- Laptop HDDs
Do you need an OS?- no
Do you need peripherals (e.g. monitor, mouse, keyboard, speakers, etc)?- no

Any help would be appreciated. I may sell him my I5-4670k and upgrade myself to the 4770k if I did this I would probably sell it to him around 160 bucks. That is if his budget would work with that otherwise we'll go with something else.

Just a tiny bit over budget. I also cheaped out on the board, but for $160, pushing it to 4.0ghz is still a steal. $30 more gets an Asus Z87-A. Depending on what he does, dropping down to a 650ti Boost might be a possibility.
