Is the drop rate exactly the same on all difficulties? Lfr->Normal->HC

Or can you alter the drop chance by for example do the bosses in heroic before u enter LFR?

It work same as with reputation with shado-pan assault. So nope.

The difficulty on which you kill the bosses is irrelevant in regards to the droprate of Titan Runestones.
