Those are monster weapons. Most likely some mobs in the SoO raid will be carrying them. Nothing special about it.

It's possible they are adding in some more items for the new cash shop. There are several weapons in Ulduar at least that enemies wield and are not available to players.

They're probably weapons that will be wielded by NPCs. The "monster" prefix indicates that they're NPC items not player items.
