    You could. Generate electricity from geothermal vents or hydroelectric dams in underwater rivers. You could provide artificial light to grow crops (and simply see.) We have the technology to do this. We could create a city underground right now with our technology and make it work.

    But why would we? There's no incentive to do so and such a city would therefore be an economic failure.

    The long answer is, no we cannot.

    There's another aspect, that hasn't been mentioned in the link. We need a day/night cycle. If that gets disrupted it does in fact cause health issues.
    So if we'd live underground, we have to fake that cycle or else things would go down south...

    There's a SF book series that takes this idea seriously. It's the Silo series by Hugh Howey, and it's pretty darn good (albeit the themes and overall reason why humans are in silos is really creepy & dark).

    The technology to live in hermetically sealed underground buildings is close to real. Although I think air recycling would be a limiting factor as well as running out of non-replaceable parts that break down.

    I'm more interested in living on the moon, why would you want to live underground when there is a moon right there!
