Preferred Status only 1 character?

So I decided to give F2P a shot after being subbed a while back. When I came back, it said "Activate" beside one of my main characters. So I activated it. Then I went to another server to try to activate my main character, and it wont let me. Can you only play 1 character with F2P?

Should be two, though I was able to reactivate 6 toons my self.

So it was because I didn't have the game fully downloaded lol..
