If I had to guess, I'd say that it's Raven themed with ElvUI/TukUI. But ultimately, all it is is a buff / debuff addon (Raven, Elkano's, etc).

I assume you mean the "Aura bars" Which is actually built into ElvUI.

If that is an ElvUI or TukUI derivative then that skinning is part of the UI itself and not available separately.
Some Masque skins might provide a similar effect on icons or buttons, but it will not replicate the effect throughout the UI as seen on the border elsewhere.
