You could try any of the reforge addons, but when you did MrRobot did you set haste to a crazy high weight value or is that literally the max it ever got to?

i set the 13163 as haste soft cap

You will need to regem and/or re-enchant for sure, but I don't know if its worth it.

13k haste is a difficult point to reach in the current tier. This will likely be a viable build in 5.4, especially with the Legendary cloak.
