More stat than the possible max value on craftable items?

Hey guys,

Does anyone know the trick (if any) for crafting items from various designs / plans with higher stats than the max value? (For example Amulet of Strength with more than 230 Str)

Her necklace has a 290-ish Str, also the crafted bracer has 291 str while the max value is at 230 on both. Tried to google an answer related to this but can't find anything.

the new recipes go higher than normal rolls, shoulders can go 300+ as well
