I'm NOT saying you, or your brother is a liar here, but if your story is fully true, the GM your brother spoke to is very foolish, aren't GMs able to restore a deleted character up to a year after (if not more) it was deleted?
This is my Sig, there are many like it, but this one is mine.

Oh absolutely customer support by phone will do what they can, I'm just saying the reason why Blizzard advises players to use the account recovery option is because customer support doesn't always have the access required to handle all situations involved with compromised accounts. Like I said this very situation is why Blizzard buries the customer support phone number on the support site and has the new ticket system set up to only show the phone number in situations where calling customer support is appropriate.

They do take reports of compromised accounts from those who don't own the accounts involved, but response time may not be nearly as fast if the owner of the account reported it himself. They really do need to work on the language used in responses because it can be really unclear sometimes.
My issue was more of them telling me that the other person needed to report there being an issue not me. in the case of people having bugs and in one case of a guildy having possibly been hacked.

Another friend was also hacked, she got her charcter restored after about 5 days
Or more likely it is the OP or his friend that is trolling. Does anyone care to explain to me why Blizzard wouldn't help a customer with a restoration if it was justified?

Character restorations are quite simple for GMs assuming the right conditions are met. Like I and others have said I think we are missing quite a bit of information here.

I deleted my warlock prior to Mists because I didn't enjoy it.
Earlier this year I brought i back through a GM.

Sure it didn't have any gear, it had the lowest flying skill etc., but it was still there.

I don't think you are telling us everything!

Like I said its possible they sent one of their terrible replies that doesn't make what they are saying very clear.

They do respond to those types of tickets but their hands are tied in some situations because of the fact there are things only the owner of the account can have them do which is why they advise people to have their friends directly contact Blizzard themselves.

Sometime in wotlk I restored my character that I deleted in tbc.
    So yea... make another ticket?
I used to delete a lot of characters to get a free name change (do it at your own responsibility).

I think with this one Blizzard are refusing to restore the characters because your friend seems to be riddled with viruses and what not.
As with any restoration it is at their discretion if they feel that you are lying or are going to be "hacked" again almost immediately they can refuse to restore anything to the account.

From what you have said you friend has an authenticator and was booted twice in a short period due to being hacked so what would be the point of getting anything restored atm as the account would likely be hacked repeatedly until you find the problem or change details like email password and secret question from a secure device, a reformat of the HDD and clean instal of the OS would be essential if your AV/anti mal program cant find anything

Actually there was a recent blue post stating the opposite. They will restore the items and characters assuming they have the data backups to do so regardless of whether or not the account holder secures his system and finds the source of the compromise. In my opinion I think that is far far too lenient but that is their policy.
