seeing as patch comes next week. is it to late to hope for blizz doing any sort of buff to destruction?(more than what we got atm)

unless you understand how to convey "constructive feedback" to them. and point out with repeatable proof how you think a spec needs to be buffed, then yah its prolly too late. not too mention yelping "we R needz buffd blizz gawd". wont help even if it was the beginning of the PTR.
