And Brooklyn and the Bronx have gotten better, but there are still some terrible areas. The place this happened has a poverty rate twice that of the rest of the city's average.

Brooklyn isn't exactly a neighbourhood. Dumbo, Fort Greene, Brooklyn Heights, those are neighbourhoods and are better.
