Call to Arms in LFR - will you ever get the rewards Blizz promise?

I did call to arms in the LFR earlier as healer and didn't get the satchel/bag because people leave the LFR and you get re-queued. Has anyone ever had an LFR where people didn't leave or get kicked? How is anyone ever supposed to get the reward? I've opened tickets before for this problem with dungeons and have been told that they cannot tell if you signed up for the dungeon during call to arms so the GM cannot award you with the item so ticketing a GM doesn't help.

No big surprise that this would happen, to Blizzard the CTA bugging out in dungeons isn't an issue either. It's an awful design failure that they do not seem to intend to fix.

I queued as heals with a satchel yesterday, completed the instance, got no goodie bag. Thanks a ton Blizzard.

same problem existed with the lfg satchels, they fixed it. i can't understand why this problems rises again....
