Seen a lot of videos with people using this addon and haven't been able to figure out what the heck it is.
It shows a very quick icon flash of a special ability coming off cool down, like a very brief picture of the icon in the middle of the screen. Very subtle but noticable at the same time.
The charge icon in the picture. Pops up and fades super quick. Thanks!

Looks like WeakAuras. You can configure it to display info in a bunch of ways but that seems to me like it's that addon.

Its omni CC. you can fiddle a bit with settings to get that
