You've mentioned Spruce about having necessary spirit to run the level of RJ required in 25 man...I think that applies in 10 man as well. With 12 second duration, you can only realistically have a max of 12 RJ out in 25 man (please correct me if I'm mistaken), so 10 in 10 man isn't that far behind.

Yes and no. While it's true that you can't keep a ten man raid permanently blanketed in Rejuv (at least not while also keeping Wild Growth on cooldown and Harmony and Lifebloom up), the catch with 10 man is that it's rarely necessary for you to even try. There's almost always someone around who doesn't actually need it or who is out of range because of fight mechanics, while in a 25 man you are more likely to have more viable targets available.

It is of course also debatable if the healing done by those few extra rejuvs is worth the throughput you lost on all your other spells when you stacked that extra spirit. Filling every available GCD is not necessarily the best approach.
