This is easily fixed by clicking the "Edit Weights" button, and clicking the green "Change Soft Cap" button under the haste section. Pick the 10289 option and save. Boom, you're set.
You should be going for 10296 (GCD cap).

Haste caps have nothing to do with Crit being dumped for Mastery.

Our stat priority at the moment is: Haste to 10296 > Crit > Mastery > Haste

Mastery is never worth more than Crit. AMR is wrong.

10289 is the breakpoint we want. 10296 is the GCD cap which means after that haste loses a significant amount of value.

10290 Haste is better than 10350 for example. If you set your cap at 10296 with an optimizer then it will ignore the possibility of being between 10289 and 10296.

Which is why our effective breakpoint is 10296 and not 10289.

I have Hit set to 15% and Haste to 10296, and AMR does come up with set-ups that are slightly below those if they're more DPS than other alternatives. And it has never suggested Haste as high as 10350, it's always just slightly over 10296.

AMR stat weights are correct, people just don't know how to set it up.
