    Well kind of funny but a couple of things:

    1) Austin Powers was a pastiche of romantic fashion from the 60s, popular in spy fiction of the same period, Jon Pertwee's outfit is reflecting the same international man of mystery thing. So they have a common ancestor, but they aren't directly related.

    2) The Fifth Doctor's costume is an Edwardian cricket outfit. That's... not really a popular fashion.

    3) Harry Potter scarves are more House affiliation/sports carnival style. Not the same thing as Tom Baker's.
