Secrets of the Empire/Titan Runestone counts as quest item or loot?

My question is If i'm already looted tot lfr instance , that's mean I can't get secrets/titan again?

Of course. Otherwise everyone would have run in multiple times in one week to get the items.

One shot per boss, regardless of the difficulty. If you killed a boss and didn't get one, you're SOL.

You're considered to have looted the boss and therefore be ineligible for any more loot, due to the way the loot is awarded to you.

The chimera of fear and heart of the thunder king can be obtained regardless of if you've killed the boss before that week, as you have to physically loot those off the corpse.
