Mastery in PvP? and a couple questions.

So I'm back to my mage for pvp and looking at the new mastery. So far I find it a bit, well odd. Is it any good?

It looks really strong if you can hit like an 80+ percent mark(is that possible?) Because having 5 free almost full powered frostbolt(icicles) seems really good.

Just a couple more questions.

Can Icicles crit?
What major/ minor glyphs are good for frost pvp?
If mastery is garbage what is my stat priority?
