Weakauras can do this, so it might be it but I'm not 100% sure.

That is most likely his own Weak Auras, you should try that addon its really simple to setup stuff like that.

I have tried to set up those things on weakauras many times in the past and without any luck.

looks like Droodfocus (http://www.curse.com/addons/wow/droodfocus) or a basic WA as said before
