Is Garrosh the only normal mode fight in SoO that allows the use of Skull Banner 3 times?

Galakras jumps to mind. Right at the start, shortly after the first tower (perhaps on the first tower, if you are a bit slower) and at least at the last 30% of galakras.

Paragons is over 9 minutes too, so, ye, you could use it 3 times there.

Galakras' enrage timer is over 9m too, also, I think.
