I am not sure how huge international events are managed like the World Cup or the Olympics but I assume security is pretty beefed up. I assume they don't depend on the local PD to provide all security and bring in help from outside sources. Of course......you know what they say about assuming.

Counting the days until the State or City governments around here ask for the Armed Forces' help policing stuff. I still remember the time Rio de Janeiro borrowed APCs from the Navy to push through barricades the drug dealers liked setting up at the entrance to their favelas. I don't remember if it actually helped taking the slums back, but damn it was impressive. This World Cup is such a huge matter of pride I wouldn't be surprised by any security measure being implemented.
