Graphics Quality !

i had a discussion the other day and one of my friends said that the game graphics doesn't depend on your graphics card it depends on its settings

excuse me for my English, but what he meant is the quality of the graphics depends on how the game was developed and what settings you are using

but my opinion a gtx 460 isn't the same as a gtx 670 when it comes to quality when running the same game (lets say a game that runs smoothly on both gpu's) does it make a difference ? or does it depend on the game itself .

the graphics quality depends on the game, the graphics card determines how smoothly you can run those graphics the game provides.

Now some of the newer GPUs can support "better" filtering techniques (etc.) that some of the newer games have support for...
