I'm just curious, because I messaged a user who hasn't been on in a little over a week a few days ago, and I haven't gotten a reply. I'm not sure if that's because they're ignoring me, or because they just haven't received my message yet.

Yes, it can be disabled in your profile options too.
You've pretty much answered yourself as to why he may not have responded.
Yes you receive an email when someone messages you, unless you can disable it. Didn't look after that.
I think so yeah. But it's to the email you registered your acct to, so I would be careful to draw any conclusions. I never check the email this acct is registered to (well...maybe once every 3 months or so...)
There's a setting that deals with that (Settings >> General Settings - 3rd option under Private Messaging).
The person who you've sent a message might not have that particular option enabled.
So the answer is yes and no. Some people (who have the option enabled) will receive an e-mail from private messages. Others may not.
