ToF is pretty much the go-to patchwork dps talent, it's superior to DI on juggernaut (good RNG not withstanding).
DI on norushen is kind of interesting - pretty much every sim type I run that has adds spawning and a single target to channel procs into favours DI over ToF (unless you start AoEing), which really... is the norushen fight. Worth noting that as soon as you have multiple 'main' targets ToF jumps back on top. I can only assume this comes down to still having time to mind flay the main target but not having time to VT all the adds. In this scenario you're able to generate many DI procs and effectively double your mindflay damage(SWI) which is still a large % of damage done compared to adding 15% to your overall single target DPS. The damage done to the adds is also playing less of a part and are mostly just generating DI procs(rather than ToF procs). Once you add multiple main targets the damage portion of mindflay drops as you maintain full dots on more targets.
I've also found no sim result that ever favours mastery over crit or 1:1 in any circumstance of current gear levels.

I've seen enough tactics for sha of pride to know that multiple talent choices can be viable here, mostly down to how long you have on reflections, if they're AoEd down pretty quick then running fdcl would be quite a waste, if they're left up for a signifcant amount of time... I'd probably still favour SWI, but it would be less obvious.
I also wouldn't use DI on thok, again back to the initial comment of patchwork fights, whilst I see the reason for wanting something to cast during screach (I assume that's the reason?), you shouldn't be banking DI procs anyway and it's quite likely you'll get ToF procs from star / PoM healing before 35%.
Klaxxi has to be ToF/SWI unless you're padding with multidots.
Similar deal for blackfuse, I don't see any reason you'd take anything else.
