I know people are thinking Goku (probably), but what about other characters such as the Beyonder, The One Above All? etc.

Really once it gets beyond a certain scale "power level" just becomes ridiculous and you can't compare characters anymore.

I don't know who is the most powerful fictional characters and I don't know many who can fill that category but there are some who could be considered to be one of the most powerful:
OAA:Creator of the Marvel Multiverse
Presence:Creator of the DC Multiverse
Lord of Nightmares:The Mother of all things(She created anything while sleeping or something like that and She cannot be harmed in any way and She can literally do anything)
Featherine Augustus Aurora:She can write anything She wishes to come to life(for example:She can write an Omnipotent God to be part of one Universe)
Madoka Kaname:She became a literal God(a biblical God,She can literally do anything)
Mother of Existence:She is Omnipotent(She can literally do anything)

I'm not sure if the OAA is actually a real entity in the Marvel universe rather than an elaborate in-joke.

Darkseid is Dr' Manhattan+. He literally has the same powers, plus like a million more, and experience fighting beings of his level. And they're from the same universe, so yeah...

Meanwhile, I don't think Dr Manhattan is actually killable. He's a deliberate exploration of what true omnipotence would to do a human being (ie, make him inhuman), so his "power level" is basically absolute.
