According to Blizzard, they do not foresee a restart again. People are under the impression that they will restart it when it goes Live, this is currently not the case.

No. They already did the wipe and will not be doing another. In the event they do though you will be compensated for your loss (get gold equivalent to all the packs/arenas you've played).
