its not that much for me when i put it this way £25 is about 2hours work for me, for more than 2 hours entertainment and in game goodies, its a good trade for me!
but i can see how, to an unemployed person or a student £25 might be a lot
I got it last time, I think it was 35 bucks. I considered it well worth it but previous years when I didn't have the money it just kinda pissed me off.
The actual stream should be free, considering most of it will be streamed on twitch (illegally) and the interesting parts will be on youtube. They are selling you what is basically advertisement.

Honestly, the only reason why people even pay $40 to watch Blizzcon from a stream is to see epic people like Red Shirt Guy live.
The price is fine .... what you want the steam for anyway ? .. 3½ sec after they say somthing about somthing its posted here anyway so the info is free ....

If people will pay $40 to watch the stream, it must be reasonable. Really, if you don't want to pay it wait a few days. Most of the panels end up going up free afterwards anyway.

Yes, it's too expensive.
The later parts of it (late afternoon/evening PST) is too late in the night for me, I am not really interested in the concert, and the Diablo/Starcraft doesn't really interest me either, hence I think it's too expensive. Especially since there will be videos on Youtube and full transcripts up within hours.
If it was around 10 euros I'd be more willing to pay.
