Chaos Bolt question

Ok so i finally got my 4 set which i thought might resolve some of the issues i had with the question im about to ask. I see all these people that are saying the biggest chaos bolt they are getting are 2.5 mil and up, looked at verdisha's Heroic Thok parse, which is the boss we are currently working on and he got a 2.9+ mil chaos bolt. Now the largest chaos bolt i have EVER gotten was just over 2 mil and that was a perfect scenario ALL PROCS/BUFFS, i know because i was testing it. Now i know he is damn near BiS but i dont think that would make up 900k in damage, but maybe im wrong and thats why im here. Need to know if im possibly COMPLETELY missing something.

I dont imagine 11% mastery, 4% crit, 3k sp can account for 900k or so worth of damage

FYI buffs i had when i tested Chaos Bolt:
Ember Master - 15% crit
Toxic Power - 12671 int
Expanded Mind - 15124 int
Lightweave - 2000 int
Jade Spirit - 1650 int
Dark Soul - 30% crit
Crit Banner - 20% crit
Full Raid buffs

Possibly tricks and the RNG damage of chaos bolt + all the extra stats he has more than you?

12 ilvls is a lot of stats. Also, Thok is a beast so his troll racial gives another 5%.

1) he's troll.
2) the 11% mastery, 4% crit and 2k spell power don't seem like a lot but this is chaos bolt which benefits well from all 3 stats 100% of the time you use chaos bolt versus other class/specs that might only use the spell power 100% of the time.
