Under the assumption that overpopulation does exist and is a serious problem, than how would you solve it?

Personally, I actually do believe it exists already, and it is a problem that no one wants to accept or talk about because there is no easy solution. Besides that I would solve overpopulation in America much the way China has. People would have to apply for a license and have it approved to have a child. If they do not follow these rules, then they would suffer heavy fines and possible jail time. Repeat offenders would get progressively longer incarceration times.

I would eliminate the weak unsuccessful males. And then put in breeding policies.
