    Computer advice needed

My girlfriend has recently come back from living abroad and couldn't bring her P.C back with her. Her brother arranged a computer to be here for her to use when she got home but it doesn't seem to be able to handle games too well. We would like to be able to raid 10 mans again and 20 man in the next expansion and would appreciate some help on what needs to be upgraded.

The current specs of the computer are:

    Operating System: Windows 7 Home Premium 64-bit (6.1, Build 7601) Service Pack 1 (7601.win7sp1_gdr.130801-1533)
    Processor: AMD Phenom(tm) 9500 Quad-Core Processor (4 CPUs), ~2.2GHz
    Memory: 4096MB RAM
    Available OS Memory: 4096MB RAM
Page File: 1819MB used, 6369MB available
Card name: NVIDIA GeForce GT 640
    Manufacturer: NVIDIA
    Chip type: GeForce GT 640
    DAC type: Integrated RAMDAC
    Device Key: Enum\PCI\VEN_10DE&DEV_0FC1&SUBSYS_83F31043&REV_A1
    Display Memory: 3782 MB
    Dedicated Memory: 1990 MB
    Shared Memory: 1791 MB
    Current Mode: 1680 x 1050 (32 bit) (60Hz)
    Monitor Name: Generic PnP Monitor
    Monitor Model: SyncMaster
    Monitor Id: SAM03E4
    Native Mode: 1680 x 1050(p) (59.883Hz)

At the moment the performance seems a little bit off to me. With all the settings on the lowest possible it is getting ~50fps outside doing dailies and when in LFR with AoE it goes down to ~10 fps and seems to stutter lots.

As said above we would like it to be able to run WoW as we would like to get back into competitive heroic raiding together. It doesn't need to be able to run the game on the highest settings with 100fps, just well enough to see spell effects on the floor and run smooth enough to play.

Any help would be appreciated, thanks in advance.
