Combat Rogue Bonus Rolls

Did Blizzard actually change the way Combat Bonus rolls work or not?
I ticketed them in game and they said that I shouldn't be bonus rolling Daggers and if I do, there is nothing that they can do.

I managed to bonus roll a Heroic Warforged Nazgrim's Gutripper from Nazgrim HC, yet when I contacted them, they said that there was nothing that they could do and that they would "look into this issue"
