Executioner and Windsong enchants

Just wondering can these 2 proc with the crit chance..in executioner description says "Only one instance of this effect can be active at a time" or does this only apply having 2 enchants of excutioner proc at the same time?

I'm not sure I understand your question.

I can tell you, in what sounds related, that you can have multiple parts of the Windsong enchant active at any time (crit & haste, for example). If there's some breakdown where 2 executioner enchants can't stack, well, that's got nothing to do with any other proc.

Executioner use to be an armor pen proc and the restriction on having 2 active procs was due to that. They didn't want you dual wielding exec enchants and stacking armor pen procs, and executioner will stack with every other proc (though its a garbage enchant). It got changed to crit though, so its just a relic that never got brought up to speed when they changed armor pen.
