ohh i had that same problem alot, when i figured out it was the new program comming with the AMD catalyst.
Some gaming profile thing program just like xfire, but it can some how connect to your steam account also.
When its connected you get that error message

If client isn`t working, try logging into Steam via your browser.
That or re-download the Steam client & install again, may just of bugged out. That or HDD is struggling.
