I am not sure if that is BigWigs are DBM but I do believe both of them and a few others have an option in the config allowing you to enable that window. Just note that will recommend what you should kill and isn't always right.

Its DBM/Bigwigs just changed the color of the one they want to kill so they dont have to remember

Is there a way for me to highlight a specific one?

I don't use DBM personally, but per bigwigs you would have to LUA edit the color of the name you wanted to kill per line.

Looks like either DBM, or its offshoot VEM (Voice Encounter Mods)
