That castbar is not from ElvUI. It has to come from some other addon that you have installed.

Do you happen to have quartz installed? That is usually the cause of a rogue cast or buff bar on screens. It doesn't look to be from ElvUI at all.

That is the addon called "Castbars". You have it installed or activated on that character. It's definitely that addon because I used to use it and that is what it looks like out of the box.
