I think what she/he meant was that the thing they both have in common is the binding of souls , it is irrelevant how they differ from one another, Gul'dan was the first to do so, and obviously it didn't live up to it's full potential, the future LK would perfect the change the process of making a DK, but it all started with Ner'zhul & Gul'dan.
Don't forget Ner'zhul was the 1st LK, obviously, once he was "created" and received his new-found powers he used his knowledge and experience to create better Death-Knights, much different than the originals.
Still, the original DKs should be considered a part of the Death-Knight evolution.

Ner'zhul had nothing to do with first generation of Death Knights.
