Looking to upgrade my very old and run down ATI Radeon HD 5450(The fan on it is on it's last legs.) I don't want to have to spend extra upgrading my PSU. Just looking for a decent card that will run World of Warcraft. Any help would be grand. Thanks!

You could run pretty much any card on a 400w psu, it really depends on your budget more than anything.
Id go with this card:

Seems like a few are receiving DOA cards but i wouldnt pay much bother to that, ive been ordering parts from newegg for 15 years and never had a faulty part. And 140 for a gtx 660 with a 1 year warranty is a pretty good deal.
If you dont wanna run the risk of getting a doa card this is the next card id suggest:
