Can fusion-fire core proc from cleave?

I think it just means the Cleave attack will hit its two targets then also hit 5 other targets for the same damage, I doubt it cleaves them 5 times.

There's an extremely small ICD that prevents this.

However, you can equip 2 cleave (STR/AGI) trinkets and as far as I can tell, they have separate ICD timers for each trinket. I've been trying double cleave trinkets out on Galakras the last 2 weeks, and even with the wasted proc it appears to be slightly better for overall dps than other trinket setups.
