Anyone know what editing effect this is?

Was wondering if someone could tell me the name of the effect/filter
or what it is called in sony vegas to attain this video effect please?

The video of the effect is:
You can find the one I am talking about at 9:36 for a few seconds onwards.
    It's like a colourful blur.

Thank you so much for your help.

Looks like the typical Gaussian Blur effect in Vegas. Maybe with a White Soft Glow at the same time to brighten up things a bit.

Tried to do what you suggested but it just made it straight up blurry. ._.

I uploaded the bit I am talking about.. It's just blurry.

Oh okay Evn. Is it possible to do it without AE, and only Sony Vegas?

EDIT: it wouldn't be Gaussian blur because that doesn't create bokeh from highlights.
You'd probably have to use a few effects simultaneously, hence white glow on top of it. It's really just "chopping" together effects to get something close to it. AFAIK Vegas doesn't have a Bokeh FX.

Okay, I bit the bullet and replicated it almost perfectly by doing what Evn suggested in AE.

This is what I ended up doing, far from perfect.. But for a first time.. On it's way.

Video is still processing, 1080p may not be up when you watch it.
