Was wondering if someone could tell me the name of the effect/filter
or what it is called in sony vegas to attain this video effect please?

You can find the one I am talking about at 9:36 for a few seconds onwards.
It's like a colourful blur.

Looks like the typical Gaussian Blur effect in Vegas. Maybe with a White Soft Glow at the same time to brighten up things a bit.

Tried to do what you suggested but it just made it straight up blurry. ._.

Oh okay Evn. Is it possible to do it without AE, and only Sony Vegas?

Looks like something you could do with camera lens blur and keyframing the radius (assuming AfterEffects CS5.5 or later).
EDIT: it wouldn't be Gaussian blur because that doesn't create bokeh from highlights.

You'd probably have to use a few effects simultaneously, hence white glow on top of it. It's really just "chopping" together effects to get something close to it. AFAIK Vegas doesn't have a Bokeh FX.

Okay, I bit the bullet and replicated it almost perfectly by doing what Evn suggested in AE.
