Googled this and it's a known bug, but most people report him not spawning on 10. Tried going out and resetting but it didn't work. Also changed from 10 to 25 and went back in. Thoughts?

Just wait till the instance soft-resets, worked for me. Had the same issue on 10, both Vezax and Yog didn't spawn, so I relogged on an alt and came back a bit later and there they were

You have to reset the instance, it is a known bug. Go out, leave the party. Remade the raid, enter. The trash should have spawned with the boss aswell.

you killed Auriaya? the doors open without killing her but the boss wont be there if you skipped her

Have to soft reset it.
To do this, simply make sure you're out of the zone for 30 minutes.
